To Find the Needle, You Must First Find the Haystack

Mission:
Chapter IX: Shady Business
Location: Briefing Room, Ourainavassa
Timeline: 2387-10-19, around noon
It had taken Mila and Seira less than 24 hours to break through the encryption on the datachip provided by the Ferengi Merchant, Bulok. Once they had sent the unencrypted data to the Captain, she had then leveraged some contacts both in the Federation and in the shadier parts of the Galaxy to try and narrow down where their target had disappeared to.
"So." The Captain looked at the handful of officers sat around the table in her ready room. She had invited Mila and Seira, of course, as well as Hatham, in his position of head of security, and Ash Rogers, with her experience from working in Starfleet Intelligence. "Here's what we got. One week ago, the ship hired by Bulok to carry his items, the FCV Mansa Musa, suddenly ceased all communication. As you may have guessed from the name, the ship is owned and operated by a small group of Ferengi, although they apparently have some Orion men for the tasks that require more physical labour."
She chuckled and shook her head. "Anyway. According to Lieutenant Commander Lynn and Lieutenant Seira, this is the location of their last signal." A red marker appeared on the map projected in front of her, located within the former Romulan Neutral zone. Freya pressed a button, and the map zoomed in. "Based on the data we have on their movements, and the time that has passed, this is about as far as they could have gotten by now. It is important to note that the transmissions seemed to have been manually cut off. There has been no distress signal, nor any reports of pirate or warlord activity in that area."
Freya looked around the room. "Any ideas how we might narrow down the search grid?"
"Normally, I would suggest trying to contact and get reports from any other ships that are or have been in the sectors in question, or stations or other outposts located there, to rule in or out there presence at specific times where possible and narrow the grid that way; but in this case given the location, legitimate ones do not exist, and the sorts of ships that do operate there are unlikely to cooperate, or be that reachable in the first place by anyone who does not already know their captains." Seira pursed her lips, thinking. "It's not indicated in the specs, so I assume the Mansa Musa was not outfitted with a cloak? That would be the most common reason I can think of to shut down a transponder; to avoid signal leakage under cloak."
Ash looked at the scans and the data and furrowed her brow, "I've been on the other end of this kind of dilemma. They're either hiding hiding until we give up and stop looking, which won't happen. They have to be hiding in plain sight. Look for where there's the most activity where blending in is making us look for a needle in a haystack."
Mila frowned in deep thought. "The big question is, why would they try to hide to begin with? I mean, we're talking about Ferengi here. What would make a Ferengi give up a paying job?"
Seira considered the Ferengi she’d observed on Drozana, and their impressive dedication to ‘acquiring money’. “…Being dead?” The statement was fairly tentative though. “But that doesn’t really fit with having shut it off themselves in this case.”
Freya shook her head. "No, I don't think that's it. If they were attacked, surely they would have sent some sort of distress call or message." She stared at the map. "If I remember correctly, a few smuggling operations moved into the neutral zone over the past few months. Are they trying to extort Bulok for more money, maybe?"
Hatham pursed his lips, considering. "Maybe... but in my experience, the one thing most likely to make a Ferengi abandon a deal is better paying deal."
"Very bold of them to try that," Freya remarked. "I have a feeling Bulok has more capability to get his stuff back than just a hired goon in his shop or hiring random mercenaries. Regardless, all of this points towards our target moving somewhere to offload their cargo. Unfortunately, I couldn't get much intel on who operates where in the NZ. So, how do we go about finding them?"
"I'm not sure we can without more data." Seira swiped one finger back and forth across the display of the currently-narrowed-but-still-large search area, thinking, but came back again to the same dead end. "From what we know about the cargo - other than whatever is in Bulok's mysterious other crate - it's the sort of thing just about anyone could want, too, so even if we assume they decided to double-cross Bulok and sell his stuff elsewhere, that doesn't help narrow down to whom or where."
The Captain nodded and looked around the room. "Do any of you have any contacts that might be able to assist?"
"I can reach out to some of my contacts from prior merc crews," Hatham said. It wasn't a broad net, but there were a few who might have heard something about a haul of weapons for sale. "If nothing else, they might a list of the likely buyers in the NZ. At least for the weapons. I have a feeling this has a lot more to do with the mystery box."
Ash nods, "I might a few contacts. Renee might too..." Ash almost lets out a chuckle, the rest of the crew should probably not have reasons to question where some of their fresh food comes from... and how.
Seira rapidly debated in her head the merits of staying silent where possible as befitted a junior officer, but finally forced herself to answer as well, given that the term seemed to apply less and less to her every day now somehow. "I have no such contacts, unfortunately."
"Okay, here's the plan." Freya nodded to herself. "Seira, set course to the smugglers' last recorded position, maximum warp. Hatham, Ash, see what you can learn from your contacts. I will do the same. Mila, see if you can find any trace of their warp signature. We need to find them, and we need to find them fast. If they manage to offload their cargo to someone else before we get to them, we've got a problem."
"Immediately, ma'am?" Seira looked at the door back out to the bridge, but didn't move yet, given she hadn't been explicitly dismissed and wasn't sure if she was meant to stay for any further instructions or not.
The Captain held up her hand. "Once the meeting has been dismissed. Does anyone have anything to add? We're looking at a tiny needle in a huge haystack, after all, to use the old human idiom."
"If all else fails, maybe we drop word we want to buy them out?" Ash shrugs. "Bring that haystack closer to us at least."
Freya shrugged. "Might be worth a shot. Right, let's go find us a haystack to go search for a needle. You have your orders. Dismissed."
